we have the following:

[tex]y-9=-\frac{1}{3}(x-4)[/tex]

we reduce the equation to the following form:

[tex]y=mx+b[/tex]

where, m is the slope, now

[tex]\begin{gathered} y=-\frac{1}{3}x+\frac{4}{3}+9 \\ y=-\frac{1}{3}x+\frac{31}{3} \end{gathered}[/tex]

therefore, the slope is -1/3

the point:

[tex]\begin{gathered} x=0 \\ y=-\frac{1}{3}\cdot0+\frac{31}{3} \\ y=\frac{31}{3} \end{gathered}[/tex]

the point is (0, 31/3)
