[tex]h(4)=(gof)(4)=g(f(4))[/tex] so you must find [tex]f(4)[/tex] first.
[tex]f(4)= \frac{1}{4-3} =1[/tex]
[tex]h(4)=(gof)(4)=g(f(4))=g(1)[/tex]
So you look at what g(1) is?
[tex]g(1)=1^2+3=4[/tex]
Therefore, h(4)=4
