step 1:
First you have to do what’s in the parentheses which is (-5+9) and that is 4.

your new expression is |-8|+4+4 ÷2

step 2: Get rid of the absolute value signs. There’s no point of them being there anymore so the absolute value of -8 is 8.

your new expression is 8+4+4 ÷2

step 3: We do division before addition, so 4÷2 *is 2.

your new expression is 8+4+2

step 4: Add the rest of the numbers, 8 + 4 is 12 and 12 + 2 is 14.

your new expression is 14 and that’s your answer!
