Equation of circle is of the form

[tex] (x-h)^2 +(y-k)^2 = r^2 [/tex]

Where centre is (h,k) and radius is r .

So for the given question, centre is (2,-9) and radius =3

[tex] (x-2)^2+(y+9)^2=9 [/tex]

And that's the required equation of circle .
